Add support for partial pre-payment of event invoices, exact mechanics to be determined.

either materials or percentage at close of registration
probably as a second pdf/date/amount on the invoice row
need more fields in the event to mark that this is allowed, per event (or maybe rules, like minimum length/materials fee or whatever)
